Eula Elaine Dobbin was born on December 5, 1963, in Wake County to the late Joe Louis and Eula Brown Allen. She departed this life on July 31, 2023, at Cape Fear Valley Hospital in Fayetteville, NC.
Elaine graduated from Smithfield-Selma High School in 1982. After graduation, she joined the United States Army in which she served 23 years and obtained an Associate Degree in General Studies and in Accounting, and a Master’s Degree in Accounting all from Central Texas College, then retired as Master Sergeant. She served in Iraq, Desert Storm, and Kuwait. Elaine Dobbin was a devoted member of New Covenant Christian Center (NCCC). She united with NCCC in November 2016 and served faithfully without hesitation as church Secretary, Co-Chairperson of the Pastor’s Anniversary Committee, and Armorbearer to First Lady Deborah McCuller. Upon retirement, Elaine worked as a Project Manager with Project XYZ at Fort Bragg until she entered her heavenly resting place. Elaine enjoyed living in Germany and the beach was her favorite place to be. She loved her family, shopping, traveling, and spoiling her grandchildren, nieces, and nephews.
Elaine was preceded in death by her brother Jerome “Chief” Allen.
She leaves to cherish her memories: her husband, Gary Dobbin of Selma, NC; two sons: Vontell Allen (Alexis) of Wake Forest, NC and Juwaun Hinton of Zebulon, NC; two granddaughters: Presley and Parker Allen of Wake Forest, NC; two sisters: Therese Allen (Donald) of Smithfield, NC; Felicia Bailey (Michael) of Selma, NC; one brother, Clifton “Jerry” Allen (LaShelle) of Spring Lake, NC. One brother-in-law: Virgil Dobbin (Michelle) of Selma, NC. Three sisters-in-laws: Tovoya Dobbin of Selma, NC, Deidra Sanders of Smithfield, NC and Michelle Vereen of Cameron, NC; long time best friends: Penny Peacock and Debbie Jones and a host of nieces, nephews, family, friends, and a special person dear to her heart: Cynthia Pone Sims.
